Our Team

Donald Mills (President and General Manager)

Our President and General Manager is Donald G. Mills.  He is a U.S. Army veteran and has over over 30 years in shipbuilding and ship repair. He brings his vast array of knowledge, experience and skill to the company. His skill levels are only surpassed by his ability to manage people, resolve complex problems, and produce results.

Donald’s career reflects an untarnished reputation for excellence and on-time project completion, during his 22 years with Newport News Shipbuilding in positions as an X42 nuclear and non-nuclear Pipe Supervisor, Construction Supervisor, that was responsible for the construction and testing of both nuclear and non-nuclear operating systems and components, Field Planner & Construction Coordinator, as well as Construction Engineer that supervised multimillion dollar projects in support of ship arrival/departures, annual dry certifications, and operationg system upgrades and replacements.

Ernestine Mills (Vice President/VP of Finances)

Mrs. Mills has been established in the banking field over 22 years. She has managed subordinate supervisor(s) who supervise employee(s) ensure every aspect of healthy cash flow was attained.
Mrs. Mills is a Suffolk, VA native with deep ties to the community and state level. She is the President over Legacy Properties (Real Estate) and Donald G. Mills, PCC, LLC (church development). She oversees all day to day operations of these two companies.
Mrs. Mills serves as the Vice President of Finances for Mills Marine & Ship Repair LLC.

Jerome Nixon (VP of Development/Strategic Planning)

Mr. Nixon is a retired U.S. Army Lieutenant Colonel who served 20 years in a wide range of command, leadership, maintenance and management positions. His last military assignment was Joint Logistics Officer for the J5 Joint Doctrine Center located at Naval Air Station Norfolk.
After retiring from the Army, he worked as a Financial Services Manager for Household Finance Company. In 1999, he joined Ford Motor Company as a Materiel Handling Specialist where he focused on improving logistics and fleet vehicle maintenance and repairs systems.
Mr. Nixon received his Bachelors of Art in Political Science at Old Dominion University where he was an R.O.T.C., Distinguished Military Graduate. He received his Master of Business Administration degree from Emory-Riddle Aeronautical University in Daytona, FL. He is also a graduate of the Army Command General Staff College and the Joint Forces Staff College.
Mr. Nixon serves as the Vice President for Business Development/Strategic Planning for Mills Marine Ship Repair LLC.

 John Cliborne (Dir of Waterfront Operations)

Mr. Cliborne has over 30 years of shipbuilding and ship repair experience including his 25-year tenure at Newport News Shipbuilding.  He is a graduate of the Newport News Shipbuilding Apprentice School as a Marine Electrician.  He also held the positions of Nuclear Quality Inspector, Test Planner Crane Engineering and Maintenance, Nuclear Shift Refueling/Fueling Engineering, Virginia Class Submarine Production Manager, and Nuclear Superintendent at Newport News Industrial. He has additional experience serving as Project Manager, Program Manager and Production Manager for local ship repair companies before assuming duties as the Director of waterfront Operations at Mills Marine & Ship Repair LLC. He brings valued knowledge of engineering technical details, production processes and ship’s systems.  He possess extensive experience and quality relationships with the various naval maintenance activities (regional Maintenance Centers, NAVSEA Program Offices, TYCOMS, and Technical Warrant Holders), as well as, local ship repair companies )MHI,Tecnico, BAE, NASSCO, QED Systems, etc.) He has a record of proven success for timely completion of various large/complex projects on a variety of naval platforms (CVN, DDG, CG, LHD, LPD and Coast Guard Cutters.


Priscilla Tarr (Contracts Manager)

Ms. Tarr has 49 years of experience in the contracting field as a Procurement Contracting Officer and as an Administrative Contracting Officer.  She developed procurements for five year IDIQ Contracts which were firm fixed price, time and material, as well as, cost type.  She solicited requirements, conducted past performance and technical evaluation on proposals received and awarded contracts.  She administered  five year contracts which included soliciting, evaluating and awarding task orders under these contracts.  Priscilla also negotiated changes, issued modifications, and processed invoices for the task orders awarded.  The yearly estimate of these contracts were $5M plus. She has settled requests for equitable adjustment ranging from $25k to $3.8M.  She has awarded Simplified Acquisition Orders with an average yearly estimate of $750k and issued orders under material contracts with a yearly estimate of $2.5M.  In addition to supervising over 16 Contract Specialists, Priscilla was also the Small Business Deputy for Supship/MARMC for many years.

Michele Marsee (Administrative Assistant)

Mrs. Marsee has over 16 years of experience in the ship repair industry, which includes 15 years as an Administrative Assistant and 1 year as a Journeyman I.  Working for a ship repair company located in Hampton roads area in various positions, she has worked closely with purchasing, receiving, warehouse and accounting departments.  She possesses a truly in-depth knowledge of the industry, as well, process improvement.  During her career, she has developed quality relationships with everyone she supports in the company.   Michele has a certificate in Data Processing from P.D. Pruden and an AAS degree for Management (General Business)
